Yes, Dyescape could easily implement a "gear score" requirement mechanism. It would be a fine suggestion to put gear score (though this shouldn't only be purely armor value, looking at magic classes), minimum level and/or quest requirements on a dungeon.

As already pointed out above, I need a girlfriend don't think this will be a very good addition to a massive MMORPG server. I think this would better be suited in a smaller roleplaying server, but not the huge server we are making.

I haven't read that manga, nor have I really read any manga other than the Angel Beats one. It's interesting and I'd highly recommend that one to anyone who liked the anime addoptation.
