Yea but you could easily block this with the PlayerItemHeldEvent which gives the previous slot and the new slot. And this (the undesired spellcast) is kind of annoying if you overscroll your hotbar to get some food.

This cannot be "easily" fixed as this would break the system in other ways. We already explored this option and it's unfavorable. A hotbar rework is planned in later releases.
